What is the Employment and Training Fund?

In 1991, the State Legislature established the ETF program to address the growing need to upgrade the job skills of Hawaii’s workforce. The ETF program was created as part of a national movement that swept the country in the nineteen-eighties.  Our nation’s leaders, particularly at state and local levels, were concerned about the United States workforce’s ability to compete in the international economic arena.Investing in human capital to improve productivity and the nation’s quality of goods and services became a top priority.

The Employer Referral (“micro”) program is most popular among individual businesses that need to upgrade the job skills of their employees. Training courses that are available include, but not limited to: computer, business, management, health, medical training, or soft skills training. How Do I Register for a Workshop?

1) To request approval for funding assistance for training, the employer must submit to WDD Branch/Local office (via fax, mail, or scanned email) a completed Employer Referral and Course Registration agreement with an original signature.  Download and complete the Employer Referral Agreement.

2) ETF Counselor reviews the Employer Referral Agreement to determine program eligibility, validates the requested course, ensures costs are filled out correctly.

3) ETF Counselor completes Section III of Employer Referral Agreement and faxes the course request to the training vendor.

4) Training Vendor completes Section II & IV and returns course registration to ETF Counselor.

5)  ETF Counselor signs and dates the bottom of page 1 of the Employer Referral Agreement Form and faxes both pages 1 and 2 to inform the employer of final ETF approval.

6)  Employer contacts training vendor directly to arrange for payment if employer has not done so already.

Interested in Hosting A Workshop?

Want to request a specific date for a training workshop?  We’ll submit a request to Workforce Development to schedule workshop dates that would work for your organization.

The following requirements are needed in order to host an ETF approved workshop:
1)  Venue location & training date must be approved by the ETF office.
2)  Training location must be ADA Compliant.
3)  Workshop must be open to the public for 65% of the workshop seats.
4)  Host company is allotted 35% of the 50 seat workshop which is 17 seats.
5)  Employer will initiate request for training directly with TH!NK.
